Director of Human Resources needed

One of our clients, an international development organization in Washington, DC, is looking for an experienced individual to fill the position of Director of Human Resources. The successful candidate will use their experience in HR, as well as foreign language skills (French/Spanish) to administer programs, evaluate department performance, direct payroll and benefits administration, and act as primary liaison between employees, company and any government agencies. Ideal candidate will have PHR or GPHR; SHRM Certified Senior Professional (SPHR) preferred. Position will report to the Senior Director of Finance and Administration. Responsibilities: - Responsible for employee relations, provides advice and counsel on personnel issues. - Proposes, publishes and administers personnel policies. - Stays current on recent federal, state and case law changes and monitors labor law updates and newsletters for changes that affect HR. - Prepares, recommends and maintains records and procedures for controlling personnel transactions and reporting personnel data. - Designs personnel forms and directs the maintenance of personnel records by all departments. - Directs payroll processing, safety program, worker's compensation claims handling and tracking. - Conducts research, assimilates data and creates a wage/salary scale. Manages salary scales and compensation structure and policy. - Directs benefits administration, enrollment and open enrollment meetings. - Coordinates recruitment efforts with hiring managers, coordinates interviews, accepts resumes and applications, interviews and assists with the final decision process. - Conducts needs assessment, develops training curriculum and conducts training sessions on various HR topics. Designs and manages orientation programs. Working hours: 9.00 - 6.00 Requirements: --Outstanding analytical skills and excellent oral, written and interpersonal communications skills --8 years managerial and supervisory experience in personnel management; OR A bachelor's or Master's degree in personnel management, public administration, psychology, or education; and five years' general experience in the HR field --Strong business acumen and strong judgment required. --Knowledge of all aspects of personnel management, operations of administrative program --Ability to develop long-term plans and programs and to evaluate work accomplishments --General knowledge of the principles and practices of HR administration --Ability to communicate effectively with a diverse group of employees and outside contacts at all levels and handle multiple tasks simultaneously --Ability to work independently and as part of a team and ability to generate trust and confidence. --Knowledge of US labor laws and familiarity with international labor law and expatriate and local national employment. Experience in an NGO setting, especially an international development organization or related field, preferred. Salary range is $80,000 - $90,000 a year.
